
Governance Review – B:CAN
Tender Opportunity
Birmingham Community Action Network (B:CAN) is inviting proposals from experienced consultants to undertake an independent Governance Review.
B:CAN is a city-wide membership network of community organisations (anchors and grassroots) across Birmingham. It currently comprises 24 Full Members, 4 Affiliates and 1 Partner. Governance currently operates through collective agreement, with Members Meetings, a Governance & Membership Committee, thematic workstreams and externally funded projects led by designated Lead Members. B:CAN does not currently have legal status or formal governing documents.
Purpose of the Review
The review will:
- Assess whether current informal governance arrangements remain appropriate as B:CAN grows.
- Consider whether formalisation (including legal status) is required and what form it should take.
- Provide clear, practical governance options for the next phase of development.
The approach must be proportionate and reflect B:CAN’s collaborative ethos.
Deliverables
- Governance Review Report (including structural options and recommendations)
- Governance architecture diagram
- Implementation roadmap
- Member-facing summary presentation
The review should be completed within 8–10 weeks.

Consultants should demonstrate experience in:
- Governance reviews within collaborative or membership networks
- Unincorporated associations and incorporation options
- Multi-organisation partnerships
- Facilitation and consensus-building
